The Universal periodic Review as a nonkilling tool, with your support, step by step in the right direction
Every four years, every Member State of the United Nations passes in front of the Human Rights Council for a peer to peer review of its human rights’ record. Other States make recommendations that are “supported” or “noted”. NGO’s like the Center for Global Nonkilling (CGNK) make submissions and diplomatic work to attract attention on various human rights issues. CGNK focuses on life saving matters.
We have a campaign in full swing calling for the universal ratification of the Genocide Convention, a convention adopted one day before the Universal Declaration of Human Rights (9th of December 1948). We started our campaign in late in 2017 and we require from all States that have not yet ratified the convention to urgently do so. 21 States out of 46 in need to do it have been challenged so far. Three of them have ratified, congratulations! 11 more agreed to do so before their next passage in front of the Council. 5 other will pass shortly before the council and only two of them have noted recommendations made to that end, one of them for administrative reasons we challenged, while the other is late on all its life saving treaties ratifications. By November 2021, all States will have received a recommendation and we can seriously hope that humanity will then stand universally united against genocide. At the latest session of the UPR, there is only one country, the Marshall Islands in need of receiving such a recommendation.
We also made submissions for the USA, Panama and Andorra.
For Andorra due to lack of time and funds, we could only do a very small submission, that we may complete later on. The country being small could easier than others become a nonkilling country.
For Panama, we command, with great pleasure the ratification of all the existing peace and disarmament treaties and called for more positive peace measures: public peace policies for the progress of peace, the prevention of violence and the regress of killings.
For the USA, in a joint submission with Conscience and Peace Tax International, we highlighted a concept we intend to develop in the future: exemplarity. States have a duty not only to protect and promote human rights, but to be examples of respect of human rights. Of course nonkilling by renouncing to the death penalty was mentioned as a nonkilling example, as well as other peace issues, including the creation of a peace fund for those refusing to pay taxes for military and war, or war-like activities.
With objectivity and persistency, courageously one could say, CGNK speaks truth to power for the progress of the good of life and the achievement of the nonkilling ideal.
